Many bank CEOs promise the same things: that the institution will compete on real-time decisioning, personalized customer experiences, proactive insights, and enterprise-wide AI adoption.
It’s an ambitious vision. It’s increasingly necessary. And it’s rapidly becoming table stakes.
Yet beneath that ambition lies a structural reality: the data that many banks rely on was not originally designed for this.
Over the course of decades, banks have perfected the recording, reconciliation, and reporting of transactions. Systems were built to accurately record payments, correctly amortize loans, and reconcile balances to the general ledger. That discipline was systematic and essential.
The last two decades of increasingly stringent regulatory mandates deepened the need for system-wide discipline. Filings such as FR Y-14, 2052a, and FR Y-15 require loan-level details, daily liquidity visibility, counterparty precision, traceability from source to report, and multi-year explainability. The resulting data estate has to be accurate, governed, and defensible under supervisory scrutiny.
Many of today’s banks built the architecture regulators required. But they did not build the architecture CEOs now need.
The past decade refined systems around transactional precision and supervisory defensibility. What it did not necessarily produce was systems that connect data across products, activate information in real time for customers and management, or reuse data to guide forward-looking decisions. The CEO agenda now requires all three.
This is the defining tension of the next decade: The CEO’s promise of real-time decisions, personalized and customized products, proactive insights and company-wide AI adoption cannot be met on a data foundation engineered primarily for accurate and timely accounting of transactions.
To deliver the next era of banking—one that is intelligent, responsive, and predictive—the data foundation should be reengineered so that the same information that satisfies regulators can also power real-time decisions—for management and for customers—and AI at scale.
Modern regulatory obligations are multidimensional. They now require deep granularity at the instrument, customer, and counterparty level; more frequent reporting cycles moving from quarterly to daily and intraday; explicit traceability from source systems through every transformation; strengthened controls around accuracy and reconciliation; and extended historical explainability.
Individually, each requirement can be manageable. Together, within heterogeneous systems and siloed data stores, the requirements compound. What begins as reporting precision becomes architectural complexity. The current architecture remains effective at producing reports, but it struggles to produce reusable intelligence.
This isn’t a failure of effort. It’s a reflection of design. The systems were designed to record what happened and report it accurately. They weren’t optimized to understand what should happen next across products, customers, and time.
Across the banking sector, recurring patterns reinforce this structural constraint. Supervisory findings continue to surface around data accuracy and lineage. Remediation cycles reappear even after significant uplift programs. AI initiatives reveal inconsistent definitions and fragmented data sets. Manual reconciliation remains embedded in operations. Regulatory expectations expand into new domains such as explainable AI and operational resilience.
These patterns don’t reflect inattention. They reflect architectural limits.
Banks didn’t centralize data merely to satisfy regulatory reporting. They centralized it to confirm the accuracy, completeness, and timeliness of transactions.
Regulatory frameworks require banks to know—with precision—their position and exposure at any given moment. That means accurately recording deposits, correctly amortizing loans, applying payments properly, reconciling balances to the general ledger, and precisely reflecting exposures in capital and liquidity metrics.
The mandate remains clear, to help perfect the execution and recording of transactions. And banks continue to do exactly that. Over time, systems, controls, and governance structures were engineered around transaction integrity. Aggregated balances, flows, and exposures became the foundation of supervisory reporting.
But this orientation has structural consequences. The systems were built to record what happened and report it accurately. They were not engineered to understand what should happen next—whether advising a customer, improving pricing, or guiding management decisions.
Real-time decisioning, personalization, proactive insight, and AI-driven automation require a foundation organized around customer context and forward intelligence, while retaining transactional accuracy.
Reengineering the data foundation doesn’t weaken control. It extends transaction integrity into prediction, orchestration, and advice.
Banks centralize data for sound reasons. As regulated institutions, they require consistent reporting, concentrated accountability, and stable supervisory interfaces.
But centralization designed around reporting does not automatically produce enterprise-wide coherence.
In practice, business lines continue to extract and reshape data for operational needs. Definitions diverge. Critical logic appears in multiple systems. Central teams become coordination points rather than engines of innovation.
The centralized model aims for regulatory accuracy. It doesn’t necessarily produce agility, reuse, or customer-level insight.
Reengineering doesn’t abandon discipline. It extends it.
Meeting both the obligations to regulators and the ambitions of CEOs requires reengineering how data is owned, governed, and activated.
This shift moves from centralized reporting functions to business-aligned ownership under shared enterprise standards.
Product- or service-aligned domains become accountable for the meaning and quality of the data they rely on. Enterprise functions define common definitions and guardrails that help drive consistency across domains. Technology teams provide shared infrastructure that enforce standards automatically rather than manually.
Ownership shifts closer to expertise. Standards remain consistent. Governance becomes embedded rather than imposed.
The objective is not decentralization. It’s usefulness—producing data that serves both supervisory integrity and real-world decision-making.
When responsibility for data becomes explicit and aligned to domains, the institution changes in three important ways.
Business units stop requesting data and begin governing the full domain data set. Those closest to the product and customer take accountability for the meaning and quality of all required fields—not just what matters in the moment—rather than relying on centralized interpretation.
Reusable data products replace one-off extracts. Instead of rebuilding pipelines for each new use case, the organization creates governed assets that can serve both regulatory and operational needs.
Governance shifts from manual oversight to embedded assessment and automated safeguards. Controls move into the platform, helping reduce the reconciliation burden while increasing consistency and trust.
This shift reduces fragmentation, shortens decision cycles, and creates the conditions for AI to scale safely. It’s the operating model expression of reengineering.
The first 90 days: Reengineering in motion
The first 90 days are not about enterprise transformation. They’re about proving that reengineering works.
Many banks already mobilize cross-functional teams in focused data sprints to address regulatory findings and model alignment. The opportunity is to redirect that same disciplined execution toward the CEO agenda.
In four carefully selected domains:
Clarify domain ownership and decision rights and define the domain’s core data set—its key business objects, identifiers, and relationships—aligned to enterprise standards.
This definition should preserve the integrity required for transaction reporting while also establishing the necessary data to support management decisions and customer-level insight.
Preserve source information in a controlled ingestion layer. Standardize and reconcile data within the domain to ensure consistent meaning and identifiers. Establish clear expectations for quality, timeliness, and traceability.
Formalize reusable domain data products aligned to business outcomes. Embed lineage and controls into the platform rather than manual processes. Make data accessible beyond reporting—through governed interfaces that can support operational and AI workloads.
Deploy into one live use case tied directly to customer experience, speed, or risk precision. Measure impact and document the architectural pattern. This is not a detached pilot. It’s the first act of reengineering. Enterprise transformation follows through repetition of a validated pattern, not through a single, high-risk program.
Regulatory mandates often compelled banks to build granular, historically consistent, carefully governed data across every product and exposure. Those investments created the raw materials of a modern intelligence platform.
What remains is activation.
Reengineering the data foundation enhances the power of regulatory-grade information to drive real-time credit and pricing decisions, proactive liquidity management, automated AI-driven workflows, and unified customer understanding.
Growth in the next decade will likely not come from accumulating more data. It will come from reengineering how data is structured, governed, and embedded into decisions. Your bank doesn’t need two architectures—one for supervisors and one for growth. It should have one foundation capable of doing both.
