Bisnis Indonesia - Ibu Kota Baru: Proyek IKN siap melaju awal tahun depan

9 December 2024

President Prabowo Subianto aims to assume office in Nusantara Capital City (IKN), East Kalimantan, in 2028. This will occur once the construction of the facilities and infrastructure for the judicial, executive, and legislative branches of government is completed.

The number of workers in Nusantara, East Kalimantan, is expected to rise again early next year. Additionally, the heavy equipment in the New Capital City is set to resume operations in January 2025.

This prediction was made after Public Works Minister Dody Hanggodo announced that construction of the parliamentary complex in IKN will commence early next year.

In the initial stage, Dody explained that the Public Works Ministry will initiate the tender process for the project's procurement.

"In 2025, the tender for the legislative and judicial offices will still be reviewed by the Development Finance Comptroller (BPKP)," he stated at the Public Works Ministry Office on Friday, 12th June.

The Public Works Minister also indicated that the tender for the House of Representatives (DPR) building in IKN will take place in the first quarter of 2024.

He confirmed that, for now, the priority development in IKN remains the construction of executive facilities and infrastructure, ranging from offices to the presidential palace.

He emphasised that, so far, the construction of the legislative buildings is still awaiting evaluation from the BPKP.

The intent to expedite the construction of the parliamentary buildings aligns with President Prabowo Subianto's wish to take office in IKN on 17 August 2028.

Dody stated that the President hopes the plan to take office in IKN will not experience significant delays.

"Mr Prabowo's target is to take office in IKN on 17 August 2028," he explained.

Dody mentioned that the President is still awaiting the completion of the legislative and judicial facilities and infrastructure in IKN.

In addition, the government is also accelerating the development of IKN, particularly focusing on the working environment for civil servants.

"At the latest, by 17 August 2029, the executive, legislative, and judicial branches, along with all civil servants from Jakarta, should be in place," he added.

Dody is also proposing an additional Rp60.6 trillion for the fiscal year 2025 to support the development of IKN.

He mentioned that the Public Works Ministry is proposing an additional budget of Rp14.87 trillion for IKN. Specifically, Rp9.9 trillion will be allocated to construct roads within the Central Government Core Area (KIPP), the IKN Access Toll Road, and the duplicate of the Pulau Balan Short Span Bridge II.

Additionally, Rp4.96 trillion will be allocated for the provision of drinking water systems (SPAMs), sanitation, government office buildings, and facilities for the Defence Ministry, the Indonesian National Police, and the State Intelligence Agency (BIN).

Basuki Hadimuljono, Head of the Nusantara Capital City Authority (OIKN), also noted that the President has requested the OIKN to expedite the development of IKN.

One of the priorities is the construction of the judicial and legislative buildings. Following the completion of these two government chambers, the OIKN will proceed with developing the surrounding ecosystem, which includes housing, offices, and other basic infrastructure in IKN.

"So, housing for the judicial, executive, and legislative branches must be ready by 2028. The key is that, as long as the programme and budget are in place, I will proceed with the work," Basuki emphasised.

Law Minister Supratman Andi Agtas also affirmed that President Prabowo Subianto is committed to completing the capital city relocation from Jakarta to IKN.

However, Supratman noted that the presidential decree regarding the capital city relocation will not be signed in the near future.

He mentioned that the presidential decree on the capital city relocation is ready to be signed by President Prabowo Subianto once all the facilities and basic infrastructure, including those for the legislative, executive, and judicial branches, are completed in IKN. "That is all. Now, we will look at the future budget," he stated.

State mosque

On another occasion, the Presidential Communication Office announced that the state mosque in IKN will be ready for use during Eid prayers next year in 1446 AH.

Presidential Communication Office Spokesperson Hariqo Wibawa Satria stated that the mosque in IKN will be ready to accommodate 5,580 people for Eid prayers in 2025.

"The construction of the state mosque in IKN reflects the progress of infrastructure in Nusantara and underscores the spirit of diversity," he stated.

Hariqo added that the construction process in IKN is currently in the first stage, which includes building the main structure. This main building comprises four floors, featuring two mezzanine levels and two multipurpose floors, along with a parking area.

"This demonstrates the commitment of President Prabowo Subianto's administration to continue the development of IKN and to provide adequate prayer facilities," he added.

According to the design, the mosque in IKN will be built on a plot of 32,125 square metres. The state mosque itself will have a building area of 60,173 square metres.

The state mosque will include a parking facility to accommodate visitors, featuring four spaces for VVIPs and one space for individuals with disabilities.

Additionally, there are five parking spaces for buses and a basement providing 64 parking spaces.

The mosque will comprise of three sections: the main dome, the open plaza, and the minaret. The dome incorporates a turban concept and a galaxy motif to symbolise an infinite universe.

Regarding the project to construct 30 housing towers for civil servants in IKN, the Housing and Settlements Ministry stated that they will be completed this year.

Initially, the construction of the civil servant housing towers was delayed from the government's original target, which aimed to build 47 towers in IKN by 2024.

The construction was delayed to accommodate preparations for the 79th Independence Day ceremony, which was held in IKN on 17th August 2024.

Specifically, the Housing and Settlements Ministry will continue the construction of 21 towers for civil servants and defence and security officers in IKN in 2025.

Previously, the Housing and Settlements Ministry explained that the construction of the 47 towers for civil servants was divided into six construction packages. The overall progress of these towers has reached 78.88% and will continue in 2025.

The six construction packages are detailed as follows: The first package involves the construction of nine towers for civil servants, which has reached 81.29% completion.
