West Java Governor-Elect Dedy Mulyadi aims to smooth out road segments in his province by the end of 2025, utilising funds from a budget reallocation projected to reach Rp4 trillion.
Dedi Mulyadi acknowledged that smoothing all road segments in West Java is an ambitious target. He stated that the required budget for this initiative is estimated to be Rp4.7 trillion.
“I am ambitious about executing this initiative with Rp4.7 trillion,” he stated during a dialogue with the elected regents and mayors of West Java on YouTube on Friday (31/1). Dedi Mulyadi is scheduled to be inaugurated as West Java Governor on 6 February 2025.
However, he noted that there are several challenges in implementing the development. According to the Head of the Highways Agency, some areas still lack essential facilities.
He explained that in areas lacking facilities such as batching plants or ready-to-use concrete production facilities, development cannot be forced due to mobilisation difficulties. Therefore, his team has decided to smooth out roads only in areas that meet the necessary conditions.
Dedi Mulyadi plans to open up isolated areas by involving the community service programme of the Indonesian National Armed Forces (TNI). Additionally, his team will address urban issues, such as congestion, by constructing underpasses and flyovers.
“We aim to execute these projects this year, provided the planning is in place. This is our plan of action,” he stated.
Previously, the West Java Governor-Elect emphasised that he will not approve the procurement of new official vehicles as long as there are schools in concerning conditions.
He is urging that the budget policies of provincial and regional governments align to prioritise the needs of the people over those of officials.
“We have allocated the budget. However, Farida, the elected Deputy Mayor, has stated that she does not need new official cars. We will conduct further consultations regarding this matter,” said Cirebon Local Government General Administration Assistant M. Arif Kurniawan on Friday (31/1).
According to data from Statistics Indonesia (BPS), West Java has a total of 28,505 km of roads. This includes 2,663 km of provincial roads and 23,405 km of regency/local roads.
In 2024, the focus was on improving provincial roads, resulting in conditions improving from 83% to 87% by the end of the year. This was accomplished by repairing 230.98 km of roads and five bridges.
Budget relocation
On a separate occasion, Acting West Java Governor Bey Machmudin said that the budget efficiency that is a follow up to Presidential Instruction Number 1 of 2025 is set to reach around Rp2 trillion to Rp4 trillion.
“The budget efficiency discussion aligns with the presidential instruction and the visions and missions of the elected governor. The efficiency amount is projected to reach Rp2 trillion to Rp4 trillion,” Bey stated at Gedung Sate on Friday (31/1).
Bey explained that the efficiency measures are not solely from reductions in the regional state budget (APBD), but also from reallocating the budget for priority programmes. He mentioned that this budget relocation will be implemented across all regional government agencies.
“All agencies will be affected, but the implementation is still in the discussion stage among the Regional Development Planning Agency (Bappeda) and the regional government agencies,” Bey stated.
Bey mentioned that the realisation of this efficiency will be redirected to three main sectors: road construction, the electronification and electrification expansion programme, and the development of new classrooms to enhance education.
West Java’s 2025 APBD was approved at the Plenary Meeting for the Approval of the Draft APBD for Fiscal Year 2025 at the West Java Legislative Council (DPRD) on Friday (8/11). The regional revenue is set at Rp30.99 trillion, while the regional expenditure is projected at Rp31.07 trillion.
The regional revenue is sourced from regional original income (PAD), transfers from the central government, and other regional revenue. Meanwhile, the regional expenditure includes operational expenditure, capital expenditure, unforeseen expenditures, and transfers to regencies and cities.
According to data from the Directorate General of Fiscal Balance, West Java province will receive a general transfer fund of Rp6.781 trillion for 2025.
In detail, the revenue sharing fund amounts to Rp2.783 trillion, while the general allocation fund totals Rp4.042 trillion.
Meanwhile, the general transfer fund allocated to the 27 regency/local governments in West Java amounts to Rp41.397 trillion.
Bogor Regency is the largest recipient of the general fund transfer in West Java, amounting to Rp3.11 trillion. It is followed by Bandung Regency, which receives nearly Rp3.10 trillion, Garut Regency with Rp2.31 trillion, and Bandung City with Rp2.27 trillion.
However, through Presidential Instruction Number 1 of 2025, the President is calling for more efficient expenditure budgeting. This can be achieved by reducing the allocation of transfers to regions in fiscal year 2025 from Rp919.87 trillion to Rp50.59 trillion.
On the other hand, Finance Minister Sri Mulyani Indrawati will increase the budget for the Free Nutritious Meal programme from Rp71 trillion to Rp171 trillion in the 2025 State Budget (APBN) to expand the programme’s beneficiaries.
“If the Free Nutritious Meal programme reaches all children in Indonesia, pregnant women, and children in early childhood education (PAUD) facilities and schools, the total number of beneficiaries will reach 90 million,” the Finance Minister said on Thursday (30/1).
Previously, the budget for the Free Nutritious Meal programme was Rp71 trillion, targeting 17.9 million students, pregnant women, and toddlers. With the additional budget, the number of beneficiaries is set to increase by 40 million, reaching a total of 82.9 million.
In Cirebon Regency, the implementation of the Free Nutritious Meal programme is still facing challenges due to a lack of available kitchens. Acting Cirebon Regent Wahyu Mijaya stated that his administration still needs 130 kitchens to support the programme's implementation.
“Currently, the implementation is being carried out in stages,” he stated on Friday (31/1). In the first stage, the Cirebon Regency Government has prepared one kitchen in Gegesik District since 13 January, which has provided 3,043 portions of food.
Next, the regency government plans to establish three more kitchens on 17 February in Cirebon, Plumbon, and Kedawung, each capable of preparing 3,000 portions per day.
The Cirebon Regency Government is currently verifying additional kitchens in Ciwaringin and Depok.
According to Wahyu, each kitchen will be supported by 50 personnel, including a kitchen head, a nutritionist, and an accountant. This structure is designed to ensure smooth kitchen operations and that the food prepared meets the set nutrition standards.
Wahyu hopes that, with the preparations made, the Free Nutritious Meal programme in Cirebon Regency can be carried out smoothly and reach more targeted individuals.
“The Free Nutritious Meal programme is expected to not only be a short-term solution, but also an effort to enhance balanced nutritional fulfilment for all individuals in Cirebon Regency,” he stated.
