Jakarta — The government is optimistic that 11 toll road segments in Greater Jakarta (Jabodetabek) area spanning 178.5 kilometres will start operating next year. The segments among others are those on Jakarta Outer Ring Road (JORR) 2 and Jakarta – Cikampek II Elevated Toll Road. The total investment for these 11 toll segments amounted to Rp88.32 trillion.

Head of Toll Road Regulatory Agency (BPJT), Herry Trisaputra Zuna, revealed, his agency predicts that there will be around 700 kilometres (km) of toll roads ready for operation next year, out of all toll road networks being constructed nationwide.

“Particularly for Jabodetabek toll, the majority will be [operating] in 2019, including JORR 2 toll,” Herry said to Investor Daily in Jakarta, recently.

Meanwhile, 18 segments of highways are included in Jabodetabek toll network, with a total span of 363.32 km.

The segments include, among others, Cengkareng – Batu Ceper – Kunciran toll (14.19 km), Kunciran – Serpong (11.19 km), Serpong – Cinere (10.14 km), Cinere – Jagorawi (14.64 km), Cimanggis – Cibitung (25.39 km) and Cibitung – Cilincing (34.02 km). The segments are included in JORR 2 toll network.

In addition, the network also includes Depok – Antasari toll (21.54 km), Bekasi – Cawang – Kampung Melayu (Becakayu) (21.04 km), Bogor Ring Road (11 km), Serpong – Balaraja (30 km) and Jakarta – Cikampek II Elevated toll road. Six toll roads in Jakarta Inner Ring Road network with a total span of 69.77 km, as well as Jakarta-South Cikampek II (64 km) are also planned to start operation in 2020.

Herry continued, not all toll segments in Jabodetabek could fully operate. This implies that there are certain segments that could not be completed next year due to land acquisition issues. As a result, the operation of all segments could only start as early as 2020.

“For example, Depok – Antasari (Desari) toll whose land [acquisition] from Sawangan to Bogor has just started in 2019. Let’s say the process needs a year, construction could only start by 2020 and complete by 2021,” he conveyed.

Contacted separately, Head of General Affairs of BPJT, Mahbullah Nurdin confirmed that almost all Jabodetabek toll road networks could be operated or inaugurated in 2019, among others the entire JORR 2 toll, Desari Toll which spans up to Sawangan, Bogor Ring Road Toll, and Jakarta – Cikampek II Elevated Toll Road.

“We hope that all of these [toll roads] could successfully be [operated and inaugurated] and not affected by any political turmoil, as next year we’re having a full political year. Let’s hope it’s conducive,” Nurdin said.

By the end of this year, he continued, no other Jabodetabek toll roads will probably be inaugurated after section 1 of Depok – Antasari Toll, namely Antasari – Brigif. In view of the project’s progress, it is not feasible for other toll roads to be inaugurated this year.

“Up to the end of this year, the ones we could inaugurate are Sragen – Ngawi segment of Solo – Ngawi Toll, Ciawi – Sukabumi Toll Road up to Cigombong, Pemalang – Batang Toll, Batang – Semarang, and Wilangan – Kertosono segment of Ngawi – Kertosono Toll,” he revealed.

Meanwhile, based on the data of BPJT of the Public Works and People’s Housing Ministry (PUPR) as of September 2018, the progress of Cengkareng – Batu Ceper – Kunciran Toll road has reached 19.08% and its land acquisition process at 48.07%, Kunciran – Serpong 65.26%, the construction and land acquisition progress reaching 95.41%. Meanwhile, 25.20% of Serpong – Cinere toll road construction has been realised and 95.41% of its land has been acquired. In regard to Cinere – Jagorawi toll road, the construction progress has reached 61.10% with 71.58% land acquired.

In addition, the construction progress of Cimanggis – Cibitung Toll is at 26.91% with 51.22% land acquired, while Cibitung – Cilincing Toll road construction progress has only reached 14.04% with 50.92% land acquired. Further, Depok – Antasari Toll (21.54 km) has seen construction progress at 34.52% with 55.03% land acquired. Becakayu Toll has seen 74.29% construction progress and 75.49% land acquired.

Moreover, the construction progress of Bogor Ring Road Toll has reached 71.35%, Serpong – Balaraja Toll 13.29% with land acquisition process of Section I reaching 81% completion, and Jakarta – Cikampek II Elevated Toll has seen 47.19% construction progress and 100% land cleared. Regarding six toll segments of the inner ring road, the construction has only begun for Sunter – Pulogebang segment with 4.28% progress and 91.15% land acquired.

 

JORR 2

Previously, Minister of Public Works and People’s Housing (PUPR), Basuki Hadimuljono, said that the government is optimistic that JORR 2 Toll can operate next year. The operation of toll road network will provide smooth mobility to commuters traveling from Jakarta and its surrounding satellite cities.

“God be willing that in 2019, JORR 2 will be ready for operation, so that it will provide smoother mobility for urban communities and increase economic activities,” he said.

Meanwhile, President Director of PT Jasa Marga Tbk, Desi Arryani said, out of six JORR 2 toll road segments, the company manages three road segments through its subsidiary, namely Cengkareng – Kunciran, Kunciran – Serpong and Serpong – Cinere segments. As of early October 2018, the progress construction of Cengkareng – Kunciran has already reached 22.87% and the land acquisition at 50.82%. The progress construction of Kunciran – Serpong Toll has reached 70.44% and land acquisition at 97.33%, while Serpong – Cinere Toll has reached 49.03% and land acquisition at 86.08%.

“The construction progress of JORR 2, particularly Kunciran – Serpong, has been very high, so we’re confident that they could be operated by April 2019. Progress for the three segments are different, as it relates to the land acquisition progress of each project,” Desi added.

Desi believed that when land acquisition is ascertained to complete, construction itself will not face many issues, and completion timeline for the three projects would tend to be more predictable.

“Let’s hope that the land acquisition process for the three segments of Jasa Marga’s JORR 2 Toll Road could be completed by end of the year. Once operational, [these toll roads] could later help distribute traffic in Jabodetabek area. For instance, road users from Bogor area wishing to travel to Soekarno-Hatta Airport do not need to access Cawang/Inner Ring Road; they could access JORR 2 for a more direct [route],” Desi explained.

Contacted separately, former Chairman of Indonesian Toll Association (ATI) for 2008-2018 period, Fachtur Rochman said, the government must be able to complete the Jabodetabek toll road construction by next year. Not to mention that the freeway construction is required now more than ever by people who are often stuck in the Capital City’s traffic congestion.

“I think [the government] needs to accelerate the connectivity of Jabodetabek toll roads. Currently, it hasn’t even been connected up to Depok. These are segments that need to be connected, as they are the segments that people need the most,” he said.

He added that the government must help and support Jabodetabek toll road enterprises in order to ensure proper implementation of these projects, as land is currently the main problem in toll road construction projects.

“By 2018, [these toll road segments] need to be connected. Otherwise, how [would the people cope]? But the government needs to support this. So we won’t be on our own. The government needs to help,” he concluded.
