Road infrastructure: West Java govt accelerates construction of South Japek toll road

Bandung — West Java Provincial Government attempts to speed up the construction of South Japek toll road by solving important issues.

West Java Regional Secretary Iwa Karniwa mentioned about the acceleration of the 64-kilometre toll road construction after a meeting with President Director of PT Jasa Marga Japek Selatan (JJS) Dedi Krisnariawan Sunoto.

“The construction is scheduled to start in February. The provincial government will lend their full support,” he said at Gedung Sate in Bandung, Thursday (24/1).

At least, the acceleration will be related to four things needed by PT JJS. The first thing is the completion of the environmental impact assessment (Amdal). The document submitted by PT JJS has been discussed by West Java Environmental Services Office. “Only the technical settlements for some significant issues [are left] before the Amdal is completed,” he said.

Second is PT JJS plan to borrow and use 110 hectares of PT Perhutani land spread across six villages and three Purwakarta districts. To process this, the Toll Road Business Entity has to secure recommendation from West Java Governor.

“Head of the Forestry Office is now in the process of coordinating with Perhutani and the Environment and Forestry Ministry,” he said.

Third is the physical construction of a segment that spans from Sadang in Purwakarta to Jatiasih in Bekasi and crosses Cisadane and Citarum River. The construction requires permit from Cisadane River Basin Area Centre (RBAC) and Citarum RBAC.

Even though it does not require governor recommendation, in the process, technical recommendation from the Forestry Office is needed to proceed to the Capital Investment Office and West Java One Door Integrated Service.

Fourth, the provincial government has requested West Java National Land Agency (BPN) to immediately delegate its tasks to BPN in Purwakarta, Karawang, and Bekasi to process the land acquisition immediately. The delegation was made because West Java Provincial Government has issued the location determination permit for South Japek in November 2018. “The location determination has been completed, I have called the Head of [West Java] BPN Regional Office,” he said.

Iwa hoped with the acceleration effort, the paperwork can be completed in February 2019, with the land acquisition and construction process running in parallel. According to him, all parties will surely help with the technical documents because South Japek is already listed as a national strategic project. “So those are the four significant things,” he asserted.

Iwa Karniwa ensured that South Japek toll road will later have direct access to Cikopo – Palimanan toll network and toll road access to Patimban Port in Subang. “Later this will improve the connectivity between people and goods,” he said.

 

Construction Preparation

At the same venue, President Director of PT JJS Dedi Krisnariawan Sunoto said this February his company has prepared the construction of South Japek package III between Sadang – Taman Mekar, Karawang spanning for almost 28 kilometres. In January 2019, his company will decide on the contractor and independent quality control consultant. “The tender is also underway, in the final stage,” he expressed.

Construction package III is carried out earlier since Jasa Marga already has its own land in Cipularang toll segment with an area of almost 40 hectares. If the land acquisition process can be done by local BPN, JJS has also prepared a large amount of budget for the acquisition of the needed 700-hectare land. “We have prepared bridging funds for acquisition to Setu [District in Bekasi],” he said.

According to him, the bridging funds of the Toll Road Business Entity comes from PT Bank Mandiri Tbk, PT Bank Central Asia Tbk, and PT Bank Negara Indonesia. Each bank provides a bridging fund of more than Rp1.38 trillion.

“We cover [the land acquisition cost] for business entity of Rp4.61 trillion. It’s ready.”

For Perhutani land, his company has coordinated on the plan to borrow and use land so the land boundary can be set. “Once it’s released, we only need to wait for the ministry,” he said.
