Jakarta — Jakarta Provincial Government and the central government have agreed to finish transportation infrastructure in the Capital within 10 years and the construction will be carried out in parallel.

Until now, the coverage of public transportation has yet to reach out to all areas in Jakarta. To increase the coverage of public transportation in Jakarta, TransJakarta should extend its routes to 2,149 km, while the current TransJakarta routes only span for 1,100 km in Jakarta.

Jakarta LRT which currently serves only 5.8 km should extend to 130 km, and Jakarta MRT spanning for only 16 km presently should increase its coverage to 112 km. Micro-transportation units should also be increased to 20,000 units.

To meet those targets, Jakarta Governor Anies Baswedan mentioned that it requires a budget of Rp605 trillion or around Rp60 trillion per annum.

“Later the central government will talk to us on how we can get the funding, this will be similar to the MRT which was partially financed by the central government, and the remainder were assumed by the Jakarta Provincial Government,” said Anies, Monday (28/1).

The process of transportation infrastructure development in Greater Jakarta will start from Jakarta, and expand to regions supporting the Capital.

In addition to acceleration of transportation infrastructure construction, Anies also highlighted the problems on disintegration among intermodal public transportations and disintegration between the transportation infrastructure construction and the Regional Spatial Plan (RTRW).

To solve those problems, intermodal integration and integration between the infrastructure development planning and the prevailing RTRW are needed.

The RTRW referred to for transportation infrastructure development should be the RTRW that is based on public transportation and not private transportation.

Through the under development Jakarta RTRW for this year, buildings close to stations or any public transportation facilities will have higher floor area ratio (FAR) than buildings further away from stations.

With the new Jakarta RTRW, Jakarta citizens’ residences can be concentrated in areas near public transportation facilities and the percentage of land for green open spaces and blue open spaces can be more precisely calculated.

Therefore, going forward, public transportation facilities and the densely populated areas should not be disintegrated anymore, so the RTRW will definitely be successful in bringing people to use public transportation.

“What happens now is that some large residential areas are still unreachable by public transportation. The development of mass public transportation has yet to be designed to shape people’s behaviour. So we need to carry out this integration,” said Anies.

In order for the transportation infrastructure development in Jakarta to be effective and integrated, Anies stressed that the development should be based on the RTRW of the local government, which is Jakarta Provincial Government.

“The spatial plan as referred to in Law No. 26/2007 on Spatial Planning is stipulated by regional regulation. So, it is decided by the regional government. This is according to the Law, so every party should play their role. So this is not our own will, but the Law’s order,” explained Anies.

Anies also said that in the future, all public transportation in Jakarta will be managed by Jakarta Provincial Administration, both the public transportation owned by State-owned Enterprises (SOE) and those owned by Regional State-owned Enterprises. However, to achieve that, Jakarta Regional SOEs will be tasked to talk to SOEs on how to do the management on a B2B basis.

Authority Body

In a meeting with Vice President Jusuf Kalla (JK), Anies said there is no plan to set up Greater Jakarta Authority Body to step up coordination among governments in Greater Jakarta areas, especially on transportation.

“So far when we want to manage all those matters, we do not have any reference. So, there was a discussion [about the issue], but not at all leading to the establishment of authority,” said Anies.

According to JK, the already established Jakarta Transportation Management Agency (BPJT) needs to be enhanced so transportation issues can be managed more properly.

However, Anies asserted that the development and management of transportation should start from Jakarta, followed by the supporting regions.

“Jakarta specifies which locations or areas that will be developed for new large infrastructures. It is not planned by BPTJ, but by spatial planning,” he said.

According to the Governor, there are four points from the meeting held by Vice President Kalla together with Transportation Minister Budi Karya Sumadi, Finance Minister Sri Mulyani, Public Works and People’s Housing Minister Basuki Hadimuljono, Coordinating Minister for Maritime Affairs Luhut B. Pandjaitan, Home Affairs Minister Tjahjo Kumolo, West Java Vice Governor UU Ruzhanul Ulum, South Tangerang Mayor Airin Rachmi Diany, Bogor Mayor Bima Arya, and Bekasi Mayor Rahmat Effendi.

First, the construction of transportation infrastructure in Jakarta will be carried out in a rapid pace and in parallel within 10 years.

Second, the funding for public transportation development will be met by the central government and Jakarta Provincial Government. Third, the transportation planning is made by a party who has the authority, and in this case, it is Jakarta Provincial Government.

Fourth, the construction process of public transportation infrastructure will begin in Jakarta and then expand to other areas.
