By Artha Adventy and Aprianus Doni Tolok
The imported trainsets from China are beginning to arrive in Indonesia, coinciding with the implementation of the 2025 Train Route Graphics (Gapeka) to enhance the operation of this mode of transportation.
PT Kereta Commuter Indonesia (KCI) Corporate Secretary VP Joni Martinus announced that the [first] trainset imported from CRRC Qingdao Sifang Co Ltd arrived at Tanjung Priok Port on Friday (31/1).
"We have been ensuring the timely arrival of this new trainset to better support the optimal mobilisation of Commuter Line users," Joni stated.
PT Pelabuhan Tanjung Priok (PTP Nonpetikemas) Branch Manager Budi Utoyo added that the unloading of the trainsets will take place at TPS Ambon Kade 202.
"The estimated time to complete the unloading is two days," he stated.
The trainset being unloaded includes 12 carriages: two locomotive carriages, four trailer carriages, six motor carriages, and various accessories. The trainset will be unloaded from the Xin Da Qiang ship.
Joni explained that the trainset had passed a factory acceptance test at the manufacturing facility before being delivered.
Subsequently, the trainset will undergo a dynamic test, travelling 4,000 kilometres in accordance with regulations from the Ministry of Transportation, before it begins serving passengers.
According to Transportation Minister Regulation Number 49 of 2023 on Standards and Procedures for the Testing and Certification of the Worthiness of Normal-Speed Self-Propelled Trains, all Commuter Line trainsets must be certified by the Railways Directorate General of the Ministry of Transportation.
This first trainset delivered by CRRC is part of the 11 trainsets imported from China under a procurement contract signed on 31 January 2024.
KAI Commuter President Director Asdo Artriviyanto stated that CRRC aims to complete the trainset import within 13 months.
“Meanwhile, the trainset manufactured by INKA is expected to arrive in accordance with the contract by July 2025 at the earliest. If there are no delays, we hope it will be on time.”
KAI Commuter continuously communicates and coordinates with all relevant parties. So far, everything is on schedule.
Urgent
Joni mentioned that the need for new trainsets is urgent due to the increase in passenger volume and the implementation of the 2025 Gapeka on 1 February.
The 2025 Gapeka, implemented by KAI in collaboration with the Railways Directorate General, aims to enhance train operations, increase capacity for passengers and goods, and reduce travel time.
According to KCI’s data, Commuter Line passengers in 2024 reached 374 million, surpassing the target of 359 million passengers. This year, Commuter Line users are forecasted to increase by 2.48% to 383,780,436 individuals.
"The increase will occur on the Greater Jakarta Commuter Line and other Commuter Line areas," Asdo said on Thursday (30/1).
In detail, passengers on the Greater Jakarta Commuter Line are forecasted to reach 334.36 million (+2%), Commuter Line Merak 4.27 million (+1%), Commuter Line Yogyakarta 9.78 million (+9.6%), and Commuter Line Surabaya 15.26 million (+3.6%).
Next, the Soekarno-Hatta Airport Commuter Line and Commuter Line Bandung are forecasted to carry 2.38 million and 17.77 million passengers, respectively.
KCI Public Relations Manager Reza Arlan mentioned that the forecast has taken into account the 23 new trainsets that will operate in 2025.
On the Greater Jakarta Commuter Line, KAI Commuter has increased the trip frequency, resulting in shorter headways in accordance with the 2025 Gapeka.
"The Greater Jakarta area previously had 1,048 trips, which will increase to 1,063 trips with 88 trainsets. Meanwhile, the Commuter Line Merak and Soekarno-Hatta Airport Commuter Line will not experience a change in frequency," Asdo said.
In detail, KCI added a total of 15 Commuter Line trips in Greater Jakarta every day, with 13 trips on the Bogor line, 21 trips on the Cikarang line, and five trips on the Rangkasbitung line.
As a result, headways have decreased. For instance, on the Nambo-Depok route, the headway has reduced from 87 minutes to 70 minutes. On the Jatinegara-Manggarai route, it has decreased from 10 minutes to 9 minutes, and on the Manggarai-Kampungbandan route, it has shortened from 8 minutes to 7 minutes.
In line with the 2025 Gapeka, the capacity of the Greater Jakarta Commuter Line has increased from 2.03 million to 2.05 million passengers. The same applies to the Bogor, Tangerang, Cikarang, and Rangkasbitung lines. However, the capacity of the Tanjung Priok line has decreased from 122,464 passengers to 91,136 passengers.
