Jakarta - Bali Light Rail Transit (LRT) is proposed to be a part of the service expansion of I Gusti Ngurah Rai Airport, so it will provide a more efficient alternative for airport users and reduce traffic congestion around the airport.

Bali Transportation Agency Head IGW Samsi Gunarta said that I Gusti Ngurah Rai Airport users would have an extra benefit as LRT passengers could check in from outside the airport, so they do not need to worry about being stuck in traffic.

“Some of the most important aspects of this scheme are handling traffic congestion and ensuring that Bali tourism is on the next level. Our tourism is great, but we need to organise the infrastructure, especially with adequate modes of transportation. It will increase Bali’s competitiveness compared to other tourism destinations in the world,” Samsi Gunarta said in his official statement on Wednesday (4/10/2023).

In front of National Development Planning (PPN) Minister/Bappenas Head Suharso Manuorfa, the Bali Transportation Agency Head also provided an explanation about the route that is planned to be constructed. In the early phase, the route will be from I Gusti Ngurah Rai Airport to Mengwi. In the future, it is expected to serve all of Bali. The route will be divided into three phases, Phase 1 is I Gusti Ngurah Rai Airport – Seminyak via Central Parkir, Phase 2 is Seminyak – Canggu, and Phase 3 is Canggu – Mengwi.

The priority of Bali Provincial Government is Phase 1 (I Gusti Ngurah Rai Airport – Seminyak) as the route is often congested. Phase 1 will be divided again into several sections, namely Phase 1A (I Gusti Ngurah Rai Airport – Central Parkir) and Phase 1B (Central Parkir – Seminyak).

“Most of the route will be underground, but some of the route will be on the ground at several locations that allow it. So, we will use the method,” Samsi explained.

Meanwhile, PPN Ministry/Bappenas is suggesting Bali Provincial Government to consider the domestic funding option to construct the LRT. It was stated by PPN Minister/Bappenas Head Suharso Monoarfa to Bali Transportation Agency Head IGW Samsi Gunarta and Acting Bali Governor Sang Made Mahendra.

“Due to the urgency, Minister Monoarfa will encourage the domestic loan funding option to ensure the presence of the government in the project,” Samsi Gunarta said.

Domestic loans will be used to construct the infrastructure that includes tunnels, tracks, stations, the depot, and other civil construction works.

Samsi continued that Bali-Kerthi Development Fund (BDF) that was recently launched some time ago could be a special purpose vehicle (SPV) to manage non-government funding sources that will be used to finance construction projects in Bali, including the LRT.
