As a professional engineer and the leader of PwC’s Toronto-based R&D Credits & Incentives team, Leroy makes practical and effective use of his experience as an entrepreneur and former R&D tax credit claimant, and his years of claim preparation and tax authority audit defense for both large and small corporations.

He has been a technical consultant for over 30 years and has 20 years of R&D tax credit experience as both a claimant and technical advisor. Having started and grown multiple IT consulting and software development companies, Leroy has gained experience in a wide range of industries including software development, telecommunications, control systems, robotics, power generation and distribution, finance, manufacturing, and high-tech. His expertise includes an in-depth knowledge of industry-leading IT management and development practices, online service platforms, control technologies, electronics, AI/machine learning, client/server/web/cloud technologies, communications, networking, ERP applications, Big Data, analytics, and security.

Leroy’s first experiences with the R&D program came as a co-founder and technical architect within a successful consulting and software development company. This experience gained as a claimant has proven invaluable in recent years as he moved from R&D claimant to R&D practitioner. He has direct experience in preparing claims involving Big Data initiatives, cloud service development and attempts to transform legacy technologies to be cloud-enabled. He has experience with many web technologies and frameworks, including HTML5, JavaScript, Ruby, Python, CSS, JQuery, Angular, distributed file systems, in-memory processing, database technologies, analytics, and experimentation with AI and neural networks. He is also experienced in mobile application development across a variety of platforms (iOS/BB OS/Android).

Leroy specializes in providing technical guidance on determining eligibility, claim structuring, claim preparation, and claim audit defense, as well as guidance on implementing internal process improvements in order to help organizations substantiate eligible time and to naturally produce the required contemporaneous supporting evidence across a variety of industries and technologies.

He is a registered Professional Engineer in the Province of Ontario and holds a Bachelor’s degree in Electrical Engineering from Ryerson University.
