Joëlle Boutin is a Partner at PwC Canada in Quebec City. She supports our Government & Public Sector (G&PS) clients in the Quebec and Eastern Canada region. 

Joëlle plays a key role in developing innovative strategies and solutions to meet the complex challenges faced by our public sector clients. 

She will use her expertise to support our public-sector clients in their transformation and innovation projects, helping to improve their productivity and efficiency. 

Prior to joining the firm, Joëlle was a partner and digital transformation strategist at Levio, contributing to cybersecurity, cloud computing and artificial intelligence initiatives in private-sector and Canadian defence organizations. 

Previously, Joëlle was Director of Cabinet for the government’s Digital transformation office, then Member of Parliament for Jean-Talon from 2019 to 2023 and Parliamentary Assistant to the Minister of the Economy, Innovation and Energy, where she worked on innovation, entrepreneurship and social economic issues. 

Lastly, her passion for politics has given her opportunities to comment on Quebec and Canadian political news on a weekly basis for the TVA and LCN networks. 

Joëlle has been involved in her community for many years, sitting on the boards of the Maison Michel-Sarrazin Foundation, CyberCap and the Institut de gouvernance numérique.

Joëlle holds a Bachelor's degree in Economics and Political Science from Université Laval and a Master of International Public Policy at Concordia University.
