How Will the New Customs Rules Affect Businesses?

  • November 13, 2025

On 10 November, PwC Ukraine’s Customs Regulation and International Trade team hosted a business meeting to discuss key issues arising from the April amendments to the Customs Code. These changes have significantly impacted companies operating under various customs regimes and using customs warehouses or temporary storage facilities. A transition period from permits to authorisations is in place until 19 April 2026.

During the event, we explored practical cases, common challenges, and solutions for manufacturing and other businesses, including:

  • Authorisation for customs regimes – which approach to choose and how to avoid mistakes
  • Assessment compliance procedure for authorised and unauthorised companies – step-by-step preparation tailored to your business model
  • Report on completion of customs regimes – what, when, and how to submit
  • Authorisations for customs warehouses and temporary storage facilities – new requirements and online monitoring
  • Customs audits – risks and preparation
  • AEO and simplifications – how to optimise customs processes

“The shift to an authorisation-based system under Ukraine’s Customs Code requires businesses to adapt quickly and gain a deep understanding of the new rules. Our event focused on this challenge: we provided participants with practical guidance on compliance assessments, effective use of authorisations to simplify customs procedures, and warehouse infrastructure planning. PwC’s experience and success stories confirm that early preparation not only mitigates risks but also significantly optimises operations.”

emphasised Vita Miroshnychenko, Director and Head of PwC Ukraine’s Customs Regulation and International Trade practice.

Speakers included Vita Miroshnychenko, Pavlo Herasymiuk, Manager, Customs Regulation and International Trade, and Daria Tsvitsynska, Senior Consultant.

We sincerely thank our guests and speakers for an engaging discussion and valuable exchange of experience!
