Emily Davidson is a Partner in PwC Canada’s Government & Public Sector Consulting practice and the Operations & Procurement Leader for the Ontario Public Sector. She brings nearly 20 years of experience helping public sector organizations lead complex transformations, improve operational performance, and deliver better outcomes for citizens. Emily works with clients to modernize service delivery, design digital strategies, and implement enterprise-wide change. She is known for her ability to navigate complexity, align diverse stakeholders, and drive results in high-impact environments.
Emily’s experience spans all levels of government and a wide range of mandates, from organizational redesign and governance to digital enablement and program delivery. She has led large-scale transformation programs from strategy through execution, with deep expertise in operating model design, performance frameworks, and process optimization. Her work often involves multi-stakeholder collaboration, cross-functional leadership, and the integration of policy, technology, and operations to achieve sustainable change.
Emily holds a Master of Public Administration from the University of Victoria and a Bachelor of Arts (Honours) from Western University. She is a recognized thought leader in digital government transformation and has championed innovative systems-thinking approaches to help clients deliver meaningful, measurable impact. She is also a champion of inclusive leadership, with a strong commitment to supporting and empowering high-performing teams.
