Daniel Bourgeois is a member of PwC Canada’s Tax Dispute Resolution team and is based in Ottawa.
Before joining PwC Law LLP, Daniel was Senior General Counsel in the Tax Law Services Branch of the Department of Justice. He was responsible for coordinating all tax assessment-related litigation involving the CRA and providing strategic advice to senior officials of the CRA through various committees, including CRA’s Adverse Decisions and Treaty Abuse Prevention committees. He was also responsible for reviewing and approving legal opinions, factums and recommendations to the CRA in most high impact tax cases.
Daniel has practiced as a tax litigator for the Department of Justice for 31 years. He has represented the CRA before the Tax Court, the Federal Court and the Federal Court of Appeal and has presented arguments before the Supreme Court of Canada in eight cases, including the more recent cases of Dow Chemical Canada LLC and Iris Technologies, Inc. He has provided strategic and legal advice to the CRA on complex and high-risk litigation matters in all areas related to taxation, including income tax and indirect taxation. Daniel has vast experience in the areas of international taxation and tax avoidance, including the application of the General Anti-Avoidance Rule.
