“Paying Taxes 2017”: PwC Ukraine team presented results of a joint pro-bono project with the World Bank Group

On November 23, 2016, the PwC Ukraine team held a press conference at the “Interfax Ukraine” news agency on findings from a joint study by PwC and the World Bank group titled “Paying Taxes 2017”. The annual report focuses on how simple it is to pay taxes by ranking 190 countries from across the globe. PwC Ukraine has been participating in the report preparation since 2004. Based on the study’s findings, PwC develops a recommendations package for the Ministry of Finance of Ukraine designed to improve its tax policies.

The findings were presented by Vyacheslav Vlasov, Partner at PwC Ukraine, Andrey Pronchenko, Partner at the Attorneys Association “PwC Legal” and Viktoria Tymoshenko, leader of the PwC team that directly participated in the study’s preparation.

Ukraine has made a significant progress improving its ranking by moving up from near the bottom of the list (it was second from the end in 2012) to the 84th place according to 2015 data. In comparison with the preceding year, Ukraine came down a notch.

Commenting on the results of the survey, Mr. Vlasov says:

“Ukraine retains its position in rating thanks to the fact that now businesses can file their tax returns electronically. Lowering Unified Social Contribution rate in 2016 will help our country to improve its rating next year. At the same time, the report findings that keep repeating year after year testify to the fact that for business to pay taxes still takes up an inordinate amount of time; this indicator is the worst among Eastern European countries, Central Asia and the EU. The predicament can be remedied not only by amending the Tax Code, but also by simplifying tax returns forms, dispensing with the legally mandated requirement to provide a paper trail of primary documents and by upgrading the IT system at the State Fiscal Agency”.
