We are now finalising the Kyiv City Recovery Framework, the document that our team has been working on for the past three months together with leading UK city and country recovery experts, representatives from international financial institutions, Kyiv City Council, and Kyiv City State Administration. The project took close to 6 months to prepare and was implemented under the auspices of UK Government.
After Ukraine's victory, it is obviously important to clearly focus on priorities, ensure the right allocation of resources, and effectively coordinate and align the activities. Therefore, now is the right time to identify specific priorities, foundational projects, recovery strategies/plans for the country and individual cities, including Ukraine’s capital city, which is set to become the driver of the national economic recovery. The economy will become the engine helping our cities in the process of post-war recovery.
In particular, the Framework spans across three key components underlying recovery processes.
Following the effective implementation of the Framework, the city will achieve a range of recovery outcomes, such as effective governance, competitive economy on the domestic and European level, strong city services, sustainable resilience to shocks and natural or human-caused disasters, digitally led delivery and the developed citizen-centred society. Most importantly, the recovered Kyiv will be built back better, with prosperity that benefits all.
Soon, the Recovery Framework will be considered by the Kyiv City Council as one of the first strategy-level recovery documents. Subsequently the Recovery Framework will become the basis for the development of a fundamental comprehensive strategy or a post-war recovery plan(s) and targeted programmes, becoming a driver of the next-level recovery and development of Ukraine's capital city.
