The list of details to be entered into the general declaration of arrival for the import of goods to Ukraine has been officially published
On October 28, 2020, the Order of the Ministry of Finance of Ukraine "On approval of the List of information to be included in the general declaration of arrival" was officially published and entered into force. The order defines:
Note that from November 7, 2020, to import into the customs territory of Ukraine, including for transit, the carrier or customs broker on his behalf must submit the GDA before crossing the border within a specified period, which depends on the means of transport. Otherwise, the customs authorities will refuse to allow the goods to cross the border of Ukraine.
GDA is an equivalent of the Entry Summary Declaration (ENS), which operates in EU countries. According to Art. 194-1 of the Customs Code of Ukraine the GDA is a document certifying the facts that have a legal significance, and the carrier bears administrative liability.
The information provided in the GDA will be used for risk analysis regarding safety and reliability. At the same time, it is possible to reduce the degree of risk in the automated risk analysis and management system (ASAUR) by obtaining the status of an authorized economic operator (AEO) specified in the GDA.
If the carrier has an AEOS (АЕО-Б - in Ukrainian) authorization, the customs authorities would notify in advance that the goods have been selected for customs inspection at the checkpoint based on the analysis of the information specified in the GDA, which makes it possible to predict customs clearance.
