Against the backdrop of a highly dynamic logistics market, one that has gained critical importance due to martial law and the reconfiguration of international supply chains, the company explored opportunities to optimize customs procedures by obtaining Authorized Economic Operator status, specifically AEO‑C.
At this stage, our team began working with DSV Logistics, one of the key players in the market. We carried out a comprehensive diagnostic of business processes and identified priority areas for development, considering customs legislation requirements and international best practices.
As part of the project, the PwC team performed an end‑to‑end review of operational activities, internal control systems, and customs procedures. As a result, potential opportunities were identified for optimizing processes and improving cross‑functional interaction. In particular, we provided expert support in the structured documentation of customs procedures that had previously allowed a degree of flexibility in interpretation, which could affect transparency and consistency iof regulatory compliance.
The formalization of these procedures enabled the company to implement standard operating procedures, significantly reduce the risk of discrepancies, and ensure a high level of compliance required to obtain AEO status.
Based on our recommendations, the company also reviewed and enhanced its contractual relationships with subcontractors, paying particular attention to clearly defining roles, responsibilities, and interaction plans. This resulted in a shared and unambiguous understanding of cooperation terms, improved process manageability, and reduced operational risk.
During the project, our team supported the client in establishing a transparent mechanism for controlling all operations through the integration of information systems. Structuring the logic of accounting operationsand linking them to primary documents increased process transparency and created a solid foundation for obtaining AEO‑C status.
We also assessed the integration of technology within customs and accounting processes. This confirmed the reliability of the company’s information systems, data protection measures, and the continuous tracking of all transactions in line with AEO requirements. Additionally, we evaluated the implementation of IT controls, confirming the integrity of audit trails and system reliability in accordance with AEO standards.
“This was a long and meticulous process that required systemic work from the entire team, a review of internal procedures, and the implementation of additional control mechanisms.
The volume of work performed in preparation for obtaining AEO-C authorization was truly significant, and at the outset, it was difficult to envision the full scale of the necessary changes.
Therefore, over 30 new documents were developed, and 12 existing standard operating procedures were significantly revised and improved. In addition, 5 new orders were approved, about 20 current ones were processed, and 20 forms of standard contracts were updated.
As part of the preparation, 312 documents were submitted to the State Customs Service, which demonstrates the high level of preparation and thoroughness of all processes. As a result, clear and documented processes were formed, which the company now controls independently. Obtaining the certificate is our shared victory! Now our mission is to maintain it and confirm the quality.”
Our team conducted a comprehensive strategic assessment of the company’s operational architecture and internal control mechanisms, focusing on how actual business processes function in practice and interact with one another. This allowed us to identify key opportunities to enhance efficiency, particularly in cooperation with external contractors and across internal organizational units.
We provided targeted expert support in optimizing and documenting customs procedures in line with legislative requirements and customs authorities’ expectations during compliance assessments. As a result, the client transformed processes that had previously involved a degree of interpretative flexibility into clear, standardized procedures.
The implemented solutions enabled the integration of AEO requirements into day‑to‑day operations, ensuring process sustainability, transparency of controls, and readiness for ongoing compliance monitoring.
“Our collaboration with DSV Logistics on the path to obtaining AEO‑C authorization is a strong example of how a client’s systematic approach, combined with in‑depth analysis, can transform business processes.
We are proud that our team supported the company not only in optimizing operations, but also in strengthening the foundation of internal control and procedural discipline. These steps not only meet the high AEO‑C criteria but also provide DSV Logistics with sustainable growth and a competitive edge in Ukraine’s dynamic logistics market.”
As a result of the implemented solutions, DSV Logistics strengthened its competitive position by successfully obtaining AEO‑C authorization, which provides a range of tangible benefits. AEO‑C status grants priority in customs formalities, a lower risk profile within automated risk management systems, and a reduced number of physical inspections and audits.
In addition, AEO‑C accelerates logistics operations, reduces client time costs, and supports more predictable and stable cargo flows — factors that are critical for effective freight forwarding and logistics services.
