Continuation of the systemic implementation of labour legislation reform

Earlier in February 2021, the Verkhovna Rada of Ukraine passed the draft laws aimed at, inter alia:

  1. Improvement of the regulation of remote and home-based work, as well as flexible working hours regime, taking into account important practical aspects of employer-employee relations in that regard (Draft Law No 40511)
  2. Introduction of the system of keeping records of the term of employment/labour activity of employees in electronic form and cancellation of labour books in paper form, along with the transitional period for the introduction of the corresponding changes (Draft Law No. 36232).

Currently, the said laws are waiting to be signed by the President.

Furthermore, draft law No. 50543 has been recently submitted to the Verkhovna Rada for consideration. This draft law is a government initiative that provides, inter alia, for the amendments to the Labour Code of Ukraine in the part of the definition of the criteria of labour relations.

Given the changes that are being implemented in the field of the regulation of labour relations by means of the aforementioned legislative initiatives, it may be observed that the large-scale reform of the Ukrainian labour legislation is being implemented through the adoption of separate legislative acts.
