The closure of a number of incentive schemes regulated under the General Block Exemption Regulation (GBER) framework does not mean that support opportunities have come to an end. Businesses can still access a variety of funding and assistance measures – particularly through the Malta Enterprise Corporation, including the Business Development Scheme, which is designed to help companies invest, grow, innovate, and transform with confidence.

The Business Development Scheme is designed to facilitate value-added projects that contribute to the economic development of Malta through business expansion, transformation, innovation, and increased competitiveness. This scheme supports initiatives that create new business opportunities, generate skilled employment, enhance productivity, improve sustainability, and widen market reach.

Under this Scheme, eligible projects include:

  • Business set-up, expansion and modernisation for carrying out specific activities

  • Digital transformation and business re-engineering initiatives

  • Upgrading of industrial facilities and hotels

  • Environmental actions

  • Innovative new businesses

  • Collaborative projects

  • Access to markets and certification projects

  • Establishment and upgrading of artisan facilities

Eligible costs under this scheme include:

  • Wage costs

  • Lease and rental of industrial and non-residential properties

  • Advisory services

  • Procurement of tangible and intangible assets

  • Digital technologies

  • Construction and related services

  • Relocation of employees (subject to certain conditions)

The aid awarded under this scheme can be in the form of tax credits, cash grants or a mix of both, and is capped to €300,000. Given that this is a De Minimis Scheme, consideration should be made to the De Minimis Aid awarded to the single undertaking over a rolling period of three years.

The aid is calculated as a percentage of eligible costs, with the applicable percentage determined at the discretion of Malta Enterprise Corporation, but in any case, will not exceed 75% of the eligible costs.

This scheme is available until the 31 December 2030. A complete application must be submitted with Malta Enterprise Corporation prior to the commencement of the investment project and by the 30 September 2030 (latest).
