Understanding markets in a fragmented landscape

A fragmented data landscape

Unlike larger markets, Malta does not always offer comprehensive or centralised datasets. Market information is often spread across multiple sources, public data, industry reports, and bespoke studies, each with differing methodologies and levels of coverage.

As a result, organisations are required to piece together insights from multiple inputs, often working with incomplete or inconsistent views of the market.

The risk behind headline figures

High-level statistics provide quick reference points, but in fragmented data environments they can be misleading.

Headline figures may reflect specific timeframes, sampling constraints, or underlying assumptions that are not immediately visible. Without understanding how the data was collected, and what it excludes, there is a risk of drawing conclusions that do not fully reflect market realities.

Validating data through primary research

In such environments, primary research plays a critical role in validating and enriching available data.

This involves engaging directly with the market through stakeholder interviews to corroborate findings, test assumptions, and capture real-time market sentiment. It can also be strengthened with the design and implementation of surveys based on stratified samples, helping to ensure that insights are grounded in local context and reflect a representative view of the market.

Turning fragmented data into insight

In this context, the value of market research lies not in collecting data, but in interpreting it rigorously and in context.

This means combining multiple data sources, applying robust methodologies, and bringing a strong understanding of local dynamics to the analysis, transforming fragmented information into clear, actionable insight that supports confident decision-making.

Better decisions are not driven by data alone, but by how well that data is understood.

Putting our theory to practice

We recently supported a client in the mobility and transportation sector who required an independent and comprehensive view of the local market to better understand public perception, usage patterns, and key industry dynamics.

Our approach

To address this need, PwC Malta designed and delivered an integrated market research programme combining primary and secondary research.

01

Primary research

We conducted a large-scale survey to capture public attitudes, behaviours, and preferences with respect to service usage, benefits, and safety perceptions.
02

Secondary research

We analysed a wide range of industry variables, including employment trends, demographic shifts, salary benchmarks, and operational factors, drawing from multiple reliable data sources.
03

Qualitative insights

We complemented data analysis with targeted stakeholder interviews to better understand operational realities and market dynamics.

This multi-layered approach enabled us to provide a holistic, evidence-based view of the market, combining quantitative data with on-the-ground insights.

The impact

Through this engagement, PwC Malta enabled the client to

  • Gain a clear understanding of customer behaviour and market perception, supporting more informed strategic decisions.

  • Develop a deeper view of industry dynamics, including workforce composition, operational structures, and evolving market conditions.

  • Identify key drivers of demand, including convenience, time efficiency, and usage patterns across different customer segments.

  • Strengthen their ability to plan for future growth, backed by independent and reliable insights.

Ultimately, the engagement provided the clarity needed to move from assumptions to data-driven decision-making, helping the organisation align its strategy with real market signals.
