EU advisory, policy and research

At PwC Malta, our EU advisory, policy and research team is well-versed in conducting in-depth research studies for the Government. We assist both privae and public sectors with EU funding applications, and we perform feasibility studies and cost-benefit analysis.

Your challenges

In today’s economic landscape, both public and private sectors are re-evaluating their strategies and actions. Here are the main challenges you’re facing:

  • Creating and maintaining value in a fiercely competitive environment.
  • Managing a surge of new regulations and policies.
  • Speeding up the transition to green and digital practices.
  • Making the most of available EU Funding grant schemes.
  • Evaluating the feasibility of potential investments, reforms, or business opportunities.

How we can help?

Our team is made up of experienced professionals ready to understand, advise on, and find solutions to the complexities arising from various scenarios, through a range of services.

Economic Impact Assessments (EIAs)

An EIA provides a quantitative estimate of the economic impact on local economies and communities, stemming from a specific project or industry. This impact can arise from daily business operations (direct impact), spending throughout the supply chain (indirect impact), and the spending of employees and suppliers’ employees (induced impact). Here’s how we can assist you:

  • Measure and assess the economic impacts of policy decisions.
  • Understand the economic significance of major investments.
  • Comprehend the economic footprint of your business.
  • Gain deeper insight into the structure of supply chains for major investments.

Cost Benefit Analysis (CBAs)

A CBA is a tool that helps you weigh the costs against the benefits of a programme or project. By assigning monetary values to all costs and benefits, it guides you in choosing projects that offer the best value for money and boost economic welfare. Here’s how we can assist:

  • We evaluate how a project contributes to the economic welfare of a region or country, considering social and environmental impacts.
  • Examine the economic efficiency of a project.
  • Pinpoint the most appealing projects based on the net economic benefits they generate.

Feasibility studies

A feasibility study provides a comprehensive analysis to determine if a project is viable economically, commercially, technically, and legally. The study’s results indicate whether the investor can expect a return rate higher than the risk-adjusted cost of capital. Here’s how we can support you:

  • We develop business planning and market analysis.
  • We coordinate a set of recommendations on project feasibility.
  • We identify major risks and strategies to mitigate them.
  • We compare and evaluate alternative scenarios and their impact on the value of a project.
  • We offer customised recommendations for commercial and transaction structure.

EU funding support for the private sector

We help businesses unlock opportunities with EU-funded grants. Our support includes evaluating suitable schemes, gathering, and preparing necessary documents, and crafting compelling application content. We also assist in developing business plans, a key part of the application process.

EU funding support for the public sector

We enable public sector entities to access EU funding by evaluating relevant calls, assembling and preparing required documents, and crafting application content. This service extends to preparing essential feasibility studies and cost-benefit analyses needed at the application stage. Our support cover application for nationally managed funds like the European Structural Investment Funds (ESI) and Recovery and Resilience Facility Funds (RRF), as well as for centrally managed funds such as Horizon Europe and the Digital Europe Programme.

Additionally, we offer programme evaluation services for the public sector, including ex-ante and ex-post evaluations of EU programmes, implementation support, and task coordination.

Special studies

With our extensive hands-on experience and diverse team, we support the public sector and other organisations in conducting specific studies. We develop custom solutions to align with your unique objectives and deliver meaningful results.

Training

We work closely with PwC’s Academy to provide training on EU funding. During the 2014-2020 programming period, an EU funded accredited course at MQF Level 5 was also offered to both members.
