The EU’s Carbon Border Adjustment Mechanism (CBAM) is moving firmly into its definitive phase, bringing important developments for importers, verifiers, and non-EU installation operators. Recent updates include the publication schedule for CBAM certificate prices, corrections to default values, new cement TARIC codes, and further guidance on verification and accreditation. With key Registry processes taking effect from September 2026 and January 2027, affected businesses should understand the changes and prepare for the next compliance milestones.

On 6 July 2026, the European Commission published the second quarter CBAM certificate price. The Commission also confirmed that certificate prices will be published quarterly during 2026, with weekly prices starting in 2027.

On 31 July 2026, Regulation (EU) 2026/1740 introduced targeted corrections to certain CBAM default values. The updated figures are available in an Excel file.

Also on 31 July 2026, new CBAM TARIC codes for cement were published. These codes support more accurate identification of goods and better reflect embedded emissions.

On 24 August 2026, new CBAM verification and accreditation guidance was published. It’s designed to help verifiers and National Accreditation Bodies understand the requirements that apply during the definitive CBAM period.

Ten new guidance documents are now available for non-EU installation operators. They cover CBAM concepts, implementation steps, embedded emissions calculations, free allocation adjustments, and sector specific guidance for cement, hydrogen, fertilisers, iron and steel, aluminium, and electricity.

From 1 September 2026, CBAM verifiers are able to apply for access to the CBAM Registry. To do this, verifiers must first secure accreditation from their National Accreditation Body, then apply for Registry access.

From January 2027, verification reports will be issued through the Registry. Importers will use these reports for their CBAM declarations.
