Building a tech-driven and public service
The COVID-19 pandemic has shed light on the need for government institutions to be adaptive and responsive in the face of such disruptive events.
As such, the Client was looking to establish an effective technology-enabled business continuity management (BCM) within Ministries for critical services, with the following objectives:
- Review their mode of operation in the total lock down and in the immediate aftermath to establish a BCP Model;
- Review the current ICT landscape and digital environment to assess the efficiency and use of the available tools and bottlenecks;
- Review the work-from-home concept and any protocol or legislation/tool required; and
- Assess the service delivery mechanisms and the communication and collaboration channels.
Solution
Building blocks of a digital nation capable of withstanding crisis
The current level of resilience was assessed using PwC Proprietary Business Continuity Management Framework
Recommendations to deliver critical services at acceptable service levels were made. PwC’s Digital Nation Framework was leveraged to deliver service transformation, digital sophistication, innovation and collaboration.
An implementation and action plan was devised, prioritising initiatives to increase resiliency of the public sector and critical services.

Navigating disruption with ease
- Minimise impact of a disruption to public service delivery through adoption of smart practices and processes in the operation of the public sector.
- Developed a Working from Home Protocol to support civil servants transition to remote working.
- An effective technology-enabled business continuity management system.
