PPPs advisory

Advisory support for the procurement and private party selection of a high-speed rail project connecting three major airports in Thailand under a public-private partnership (PPP) scheme​

  • PwC supported the procurement and partner selection process of a high-speed rail project connecting three major airports in Thailand. This included drafting international-standard tender documents, facilitating investor engagement and due diligence, and advising on evaluation and negotiation to ensure transparency, competitiveness, and alignment with national development goals.​

  • PwC provided financial advisory services, leading negotiations with the private sector to amend concession agreements and resolve key contractual issues before construction, ensuring balanced risk allocation, financial sustainability, and compliance with regulatory requirements.​

Government transformation and strategy​

Strategic advisory for the feasibility study and development of a comprehensive business plan for a new maintenance, repair, and overhaul (MRO) centre for aleading national airline in ASEAN.​

  • PwC helped a national airline conduct a comprehensive evaluation of the operational efficiency and positioning of both existing and potential MRO centres. This included benchmarking against regional competitors and assessing each location’s suitability across financial, technical, legal, and tax dimensions.​
  • PwC developed short, medium, and long-term business plans, revenue forecasts, and risk assessments. These were designed to support the establishment of new businessunits or SPVs, with clearly defined success metrics to guide implementation and performance monitoring.​

  • PwC conducted a comprehensive feasibility study and valuation report to guide investment decision-making for a second LNG receiving terminal. This work contributed to strategic planning for long- term gas supply management.​
  • PwC supported negotiations with the target company. This included advising on key commercial terms, bidding strategy, and transaction documents such as the term sheet, share purchase agreement, and shareholder agreement.​
  • PwC prepared a report on the analysis of the committee’s regulations of energy business regarding principles and procedures for merging and acquisition of shares in the second LNG receiving terminal.

Project Management and Construction Supervision Consultant (PMSC) to support Map Ta Phut Industrial Port Development Phase 3​

  • PwC provided financial advisory services as part of the Project Management and Construction Supervision Consultant (PMSC) role for the Map Ta Phut Industrial Port Development Phase 3. This included reviewing investment documents, financial models, and financing agreements to ensure alignment with project objectives and financial viability.​
  • PwC also supported the government in monitoring the private party’s compliance with the PPP agreement, reviewing related financial documents, and advising on action plans and contractual matters to strengthen financial governance throughout the project
    stages.​
