Keegan is a Tax Partner with 20 years of experience providing tax advisory and compliance services to multinational corporations and listed companies, with a particular focus on tax structuring for inbound and outbound foreign direct investment (FDI). He has advised a wide range of international investors — including Japanese, Korean, and other multinational clients — on establishing, expanding, and restructuring their regional presence, delivering industry-focused, specialist solutions tailored to the increasingly complex issues clients face today.

Keegan was previously seconded to the Ministry of Finance of Malaysia as Special Officer to the Finance Minister, where he supported a range of tax policy and operational matters. This experience has given him a deep understanding of the parameters applicable to tax incentive applications, as well as strong working relationships with senior government officials. Leveraging this background, he has guided numerous international clients through incentive applications and investment approvals, consistently achieving favourable outcomes that support their long-term growth strategies in the region.

He currently co-leads the Japanese Business Consulting Group and the Korean Desk of the firm's Malaysia practice, where he plays an active role in advising Japanese and Korean corporates on market entry, FDI structuring, regulatory navigation, and ongoing tax matters. With deep cultural awareness and a collaborative approach, Keegan is committed to bridging the needs of international investors with local market realities, and to delivering high-impact, trusted advice across every engagement.
