2026年1月15日、政府は決議198/2025/QH15の一部規定に関するガイダンスを定めた政令20号を発効しました。政令20号は2026年1月15日に施行されましたが、一部の条項については2025年度から、または決議198の施行日である2025年5月17日から既に有効となっています。
