繼9月份的105號決議（請查看有關105號決議的簡報），政府于9月24日頒佈116號決議，為受新冠肺炎影響的雇主和僱員提供財政援助，此援助是來自失業保險基金。

自今年度的10月1日起，總理以及越南社保機構持續發布第28/2021/QĐ-TTg決定和第 3068/BHXH-CSXH號公文來對116號決議提供指引。
