フィリピンにおける包括的税制改革の第2 弾－企業復興税優遇法(CREATE) の概要

2021年3月26日、ドゥテルテ大統領の署名により (CREATE - Corporate Recovery and Tax Incentives for Enterprises Act) が成立しました。フィリピンでは、ドゥテルテ政権下で1997 年以来20 年ぶりの包括的税制改革が行われていますが、CREATE はその第2 弾に位置付けられます。法人税率の大幅な引き下げと優遇税制の合理化を2 本柱とする税制改革第2 弾の議論は2017 年の末頃に始まり、これまでTRAIN 2、TRABAHO、CITIRA など度々名称を変えて国会での審議が続いてきましたが、3 年強の年月を経て、今回CREATE（共和国法第11534 号）が成立したものです。
