Conclusion of the project on developing technological solutions and production possibilities for sustainable aviation fuel in Estonia and Latvia

On 24 November 2025, the final event of the project “Developing Technological Solutions and Production Possibilities for Sustainable Aviation Fuel in Estonia and Latvia” was held in Riga and Tallinn. The event was organised in cooperation with the European Commission's Reform and Investment Task Force (SG REFORM), the Ministry of Transport of the Republic of Latvia and the Ministry of Climate of the Republic of Estonia. The project was implemented by PwC EU Services, in close collaboration with PwC member firms in Latvia and Estonia, along with PwC's global strategy consulting division Strategy&.

By promoting the development of SAF, we not only strengthen this strategic sector but also ensure that Latvia becomes an active and competitive participant in Europe’s green aviation transition. The closing event marked the conclusion of a 16-month long project evaluating the potential for sustainable aviation fuel (SAF) production in Estonia and Latvia and delivering recommendations to increase access to SAF. The meeting was opened by Edward Tersmette, SG REFORM Policy Officer on behalf of the European Commission.

The project aimed to enhance both countries’ competitiveness in the SAF sector, in line with their approved strategies, and it provided post‑project recommendations to Estonian and Latvian policymakers. The solutions and strategies were developed in close cooperation with policymakers and industry representatives in both countries.

The key outcomes of the project are the enhanced policy framework to improve the competitiveness of Latvia and Estonia in the SAF industry, as well as building the capacities of the relevant authorities and stakeholders to boost the access to and use of SAF.

Assessing the Baltic context was essential to ensure that proposed solutions address local needs while supporting Europe’s climate objectives. This collaboration between governments, industry, and international partners demonstrates how a shared vision and coordinated action can accelerate the transition to sustainable aviation and unlock long-term opportunities for the region.

“Through the stakeholder dialogue and the results achieved in this project, both countries are now well positioned to take their respective position to ensure SAF access in line with the growing EU mandates - whether through imports or local production. Nevertheless, the actual work begins now to adapt regulation and create the foundation for a successful SAF offtake.”
