On November 23, 2017 the Forum “Producing Kazakhstani Goods” was held in Astana. Maksim Baranov, PwC Kazakhstan Advisory Director, moderated session on Import Substitution.

Participants of the session discussed the future of mining and metallurgical companies (MMC) after 2020, when the transitional period ends with its guarantee of the local content in procurement.

According to Nikolai Radostovets, the executive director of the Republican Association of Mining and Metallurgical Enterprises (AGMP), it is necessary to consider a number of measures to stimulate the development of local content in the nearest future. He proposed to provide mining companies with tax incentives. In response to such request, Dmitry Usov, deputy Chairman of the Board of "NADLoC" invited large enterprises to develop their own localization programs and confirm their effectiveness in the Ministry of Finance and the Ministry of National Economy. Then, consideration of tax incentives for mining companies will become possible.

As for the support of labor resources of MMC, Aliya Arestanbayeva, deputy chairperson of the board of JSC "Kazakhstan Industry Development Institute", pointed out some state support measures, which are aimed to increase labor productivity and develop territorial clusters.

In conclusion of the panel discussion, Maxim Baranov, PwC, noted the future cooperation between NADLoC and AGMP on a number of issues, some new initiatives and support mechanisms of Kazakhstani development institutions.

More than 600 delegates took part in the Forum. According to organizers, it helped to raise important issues and develop concrete proposals on energy efficiency and reducing the cost of supplying products.
