On July 16, 2021, the Ministry of Ecology, Geology and Natural Resources of the Republic of Kazakhstan posted the Order “On approval of the list of wastes not subject to energy utilization” (“Order”) for public discussion on the website “Open NLA”. The document was posted on the website for public discussion until July 30.
The new Environmental Code provides the concept of energy waste utilization by using wastes as a secondary energy resource for extracting heat or electrical energy through their thermal treatment (incineration).
For the implementation of energy waste utilization, in Kazakhstan it is planned to build waste incineration plants of the European standard in Nur-Sultan, Almaty, East Kazakhstan region and in Aktobe within 4 years.
Reimbursement of costs for the construction and operation of objects for waste incineration plants will be carried out through the purchase of generated electricity by the financial settlement center of renewable energy support at auction prices.
The order provides for the following list of wastes that are not subject to incineration:
The order will apply to legal relations that arose from July 1, 2021.
