The Ministry of Digital Development, Innovation and Aerospace Industry approved the rules for issuing a permit to a virtual mobile operator (the “Rules”).

In details

The Rules stipulate that virtual mobile network operators are granted a permit on the condition that they meet the qualification requirements. The qualification requirements include having a contract with a mobile operator, containing the following information:

  • an agreement on the use of communication networks infrastructure;
  • the use of technical means for ensuring operational investigative activities and storing information about subscribers for two years;
  • a traffic accounting system with certified measuring the duration of connections and data transmission, certified in Kazakhstan;
  • a scheme of interaction between the virtual operator and the base operator.

The Rules come into effect on 30 December 2024.
