Briefly

The Mazhilis approved the draft Law “On Heat Power Energy” (the “Draft Law”). The Draft Law establishes the principles of legislative and state regulation of the heat power energy industry.  

In details

The Draft Law envisages the following: 

  1. The Draft Law provides for the competences of the Government and other state authorities in the field of heat power energy, as well as the rights and obligations of the heat power suppliers and consumers.\
  2. The Draft Law also stipulates conduction of remote control, (un-) planned inspections and investigations.
  3. The subjects of heat power supply shall timely inform the owners of the heat power generation and heat power transmission subjects on the necessity of its repair, reconstruction, modernisation or replacement.
  4. It is proposed to exclude energy supply organizations from the structure of the electricity market and transfer their functions to regional power grid companies, as well as to adopt proposals for conducting the tender procedure for the construction of base power.
