Amendments to the Rules for formation of individual identification numbers are prepared

The Ministry of Internal Affairs ("MIA") has prepared amendments to the Rules for formation of an individual identification numbers ("IIN"). In particular, the amendments introduce the requirement of personal application to the registration authorities to obtain IIN for foreigners and stateless persons.

On 27 November 2023 the MIA published amendments to the Rules for formation and correction of IIN for foreigners and stateless persons temporarily residing in Kazakhstan (the "Amendments").

The Amendments, inter alia, establish the requirement of personal application to the registration authorities to obtain IIN for foreigners and stateless persons. Therefore, it would not be possible for foreigners and stateless persons to obtain IIN through the electronic government portal or authorized representatives.

The Amendments would be publicly discussed on the “Open NPAs” portal until 11 December 2023.
