The measures for de-bureaucratization of the state authorities’ activities were approved

In brief

To increase efficiency of decision-making of the state authorities, exclude excessive legislative regulation of the activities of the executive authorities, reduce document flow and reporting, increase the independence and personal responsibility of the heads of state bodies, the President signed a decree on measures to de-bureaucratize the activities of the state authorities (the “Decree”). 

In details

The Decree stipulates the follow ing principles for de-bureaucratization of the activities of the state authorities:

  • Priority of substance over form 
  • Digitization by default 
  • Managerial responsibility 
  • Continuous improvement 
  • Optimality of rulemaking

The President also instructed the Government of Kazakhstan to ensure the approval of the action plan for implementation of this Decree w ithin ten w orking days. 

The Decree came into force on 14 April 2022.
