Tax Alert No. 20 [BIR Bank Bulletin No. 2019-06 dated 14 March 2019]

Over-the-counter acceptance of certain tax returns/payments of internal revenue taxes due to the unavailability of the electronic and filing payment system (eFPS) 

The Commissioner of Internal Revenue has issued Bank Bulletin No. 2019-06 dated 14 March 2019 (released/posted in BIR website on 19 March 2019) to supplement Bank Bulletin No. 2019-04 dated 11 March 2019 in relation to the over-the-counter (OTC) acceptance of certain tax returns and payments of internal revenue taxes due to the unavailability of eFPS.

All large taxpayers under certain Revenue District Offices (RDOs) and Large Taxpayers District Offices are advised to make OTC payments for taxes paid through eFPS only at the specified Authorized Agent Banks (AABs) as summarized below:

This will apply for deadlines which fall from 11 March 2019 until such time that an advisory will be issued to declare the restoration of the eFPS.

Moreover, there is no need to secure approval from the Chiefs of the Large Taxpayers Document Processing and Quality Assurance Division (LTDPQAD), LTDO – Cebu, and LTDO – Davao.

The designated banks are directed to accept tax payments without penalties for late filing and payment provided that these large taxpayers file and pay on or before the corresponding deadlines, until such time that an advisory had been issued declaring the restoration of the eFPS.
