Joining our Advisory Services team, the Communications for Health Manager will be on a five-month-project-based contract (with possibility of extension) and seconded on a full-time basis to the COVID-19 Vaccine Taskforce (Taskforce) to support the COVID-19 vaccine delivery in Papua New Guinea.

The Communications for Health Manager is responsible for supporting the development and deployment of communication, as well as communication engagement products and tools that address the specific information needs of different target audiences in PNG. The role involves working in conjunction with the National Department of Health (NDoH) Health Promotion (HP) Branch and partners, to coordinate technical inputs, alignment of messaging and communications approaches. Support the establishment of key coordination mechanisms to strengthen national to sub-national government and partner communication efforts. Coordinating the development and execution of the National Deployment and Vaccination Plan (NDVP) Vaccine Acceptance and Uptake communications plan with key technical partners, UNICEF and the World Health Organisation (WHO). It also entails coordinating national and provincial reviews of Risk Communication and Community Engagement (RCCE) and Social Behaviour Change Communications (SBCC) interventions and Health Worker Training.

Your key responsibilities in this role will include the following:

Communications and social behaviour changes

  • Building capacity and providing technical support on SBCC to RCCE Cluster and NDoH HP Branch
  • Representing the Taskforce on key technical advisory groups (TAG) including RCCE Cluster, health promotions and other working groups as required
  • Assisting the NDoH with provincial level partner coordination 
  • Assisting the NDoH on the establishment of Provincial Health Promotion coordination mechanisms, national and sub-national mechanisms to improve coordination with and between NDoH HP branch and technical partners in the development of communication tools, messaging, and materials
  • Strengthening linkages between partners and provincial level technical advisors including UNICEF and WHO consultants
  • Working with partners to develop, pre-test and produce culturally appropriate, fit for purpose communication products and tools and address specific needs of target populations
  • Supporting the development of Communication and Content Creation Guidelines 
  • Working with NDoH and partners to coordinate the development and execution of a National Communications and Community Engagement training and resource toolkit
  • Establishing and maintaining a communications knowledge bank

Health Worker Strategy Rollout

  • Providing coordination support for Taskforce healthcare worker (HCW) training rollout with NDoH, Provincial Health Authority (PHA) and Lead Partners (LP)
  • Coordinating with Taskforce Fiduciary Agent on administrative, funding and procurement matters
  • Together with PwC and NDoH HP branch, support the administrative process including documents required to ensure all requests for Taskforce funded activities are streamlined and compliant
  • Supporting the finalisation of the HCW Training Monitoring and Evaluation (M&E) tools and processes, and completion of the M&E Module
  • Supporting the NDoH HP team in completing the facilitators’ guide for the HCW training
  • Coordinating production and distribution of training materials to provinces

M&E and Reporting Requirements

  • Developing, planning, and coordinating the national and provincial impact review of HCW Training and RCCE interventions
  • Working with the M&E Team and preparing periodic programmatic reports for TF and donor reporting.

 

You must at a minimum possess the following:

  • at least seven years’ experience in social behaviour change communications and health in the PNG context - experience with an NGO, private sector foundation, national and PHA government counterparts is an advantage
  • creative thinker with strong understanding of the power of visual design for communicating messages
  • knowledge on SBCC, Project Management and Graphic Design
  • able to design and execution of community mobilisation and engagement campaigns
  • strong oral and written skills in English, Tok Pisin (Pidgin) and Motu, and an effective communicator
  • able to work on flexible hours and beyond the call of duty
  • experience on national level technical working groups and community led design
  • experience in planning, development and facilitation/management of trainings and events with adaptation to PNG approaches and health models
  • experience in reporting requirements for M&E frameworks and donor’s programmatic requirements.
