Customs Flash: Latest updates for Carbon Border Adjustment Mechanism (CBAM) Definitive Period

The Independent Authority of Public Revenues (IAPR) has issued guidance on implementing import customs procedures for CBAM goods. Special codes should be used on import declarations. This comes after the European Commission’s adoption of new Implementing and Delegated Acts, that covered among others the emissions calculation methodology, CBAM default values, the pricing of CBAM certificates, key emissions verification principles. The Commission is also considering a downstream scope expansion and the creation of a Temporary Decarbonisation Fund to support carbon‑intensive sectors.
