Key achievements of PwC Estonia’s strategic consulting in 2025

Supporting the development of the healthcare sector

We contributed our healthcare expertise to the development of several important healthcare reforms.

  • With our support, a primary-level service integration model for health and social care was developed.
  • In cooperation with the Ministry of Social Affairs and SG Reform, we started creating an implementation strategy to improve mental health services in primary healthcare. As a result, the patient’s primary-level mental health journey will be mapped, necessary training for healthcare workers will be piloted, and the strategic directions of the field will be analysed.
  • We supported the Estonian Health Insurance Fund in gaining a better overview of the organisation of hospital on-call services within the hospital network development plan. Additionally, we've conducted an impact assessment of self-service pharmacies to explore ways to improve round-the-clock access to medicines, ultimately easing the pressure on ambulance services and emergency departments.

Improving internal security

We worked with the Estonian Rescue Board to enhance the counselling process on fire safety and civil protection for apartment associations in order to make the counselling service more effective and to ensure the safety of apartment buildings.

We also created a practical handbook for the Police and Border Guard Board to support local governments in planning public space, so that crime prevention and strengthening the community’s sense of security can be taken into account already in the spatial design phase. Developing baseline analyses and operating models for large-scale reforms

In 2025, we successfully completed three baseline reform analyses funded by the European Commission’s SG Reform and initiated by various ministries. We developed plans to improve public finances, created a regional operating model for integrating primary healthcare and social services, and identified the best tech solutions and production avenues for sustainable aviation fuel (SAF) in Estonia and Latvia.


Financial analysis of renting out Estonian prison places

Last year, we supported the Ministry of Justice in planning the future of the prison system by carrying out a financial analysis of the potential renting out of prison places. The aim was to assess the economic viability of a new outsourcing model and its impact on the state budget.

In the analysis, we mapped different options for organising the service, compared them with international practices, and modelled the long-term costs and revenues for the state. As a result, we proposed financially sustainable scenarios and highlighted the main risks and other factors influencing the future supply of prison places in Estonia. Our analysis provided the ministry with the necessary input for making well-founded decisions and for shaping a more modern and cost-effective management of prison infrastructure.


Better and more user-friendly library services

We've conducted a thorough analysis for the National Library of Estonia on event, proactive and consent services in libraries, with the aim of analysing the personal data processing procedures and accessibility related to the use of library services, based on the future vision of a unified nationwide library system (ÜÜRS).

In our work, we highlighted how automatic data exchange and personalisation can help make library services more convenient, secure and transparent for users.

Development of the entrepreneur’s view in the state portal eesti.ee

We made a significant contribution to the development of the entrepreneur’s view in the state portal eesti.ee. We created a new homepage and dashboard for entrepreneurs that brings all the key information they need together in one place. We also helped to develop a new “Local services” thematic page, which compiles all services offered to entrepreneurs by local governments. In addition, we proposed a personalised solution for the existing “Funding opportunities” page, which prioritises and displays support schemes that best match a company’s profile.

In 2025, the thematic pages “Employee-related procedures” and “Export” were launched in the entrepreneur’s view of the state portal, to which we also contributed. Beyond the state portal, we supported the development of the national mobile app by providing recommendations and creating an initial prototype for the entrepreneur’s view.


Developing child protection risk analysis models for the Social Insurance Board

Last year, we helped the Social Insurance Board develop a modern, data-driven approach to supervising local governments’ child protection work by creating a new administrative supervision risk model. The model aims to strengthen the state’s ability to detect shortcomings in child protection at an early stage and direct supervisory resources to where children’s rights and well-being may be most at risk.

In the course of the work, we mapped systemic risks across municipalities, analysed existing practices and conducted interviews with specialists from the Social Insurance Board, local governments and international experts. Based on the insights gathered, we designed a data-based risk assessment methodology and developed a practical analysis tool that enables the Board to regularly assess risks using comparable indicators. The resulting model allows the Board to move from an experience- and reaction-based approach to a strategic and preventive form of supervision, supporting more effective functioning of the child protection system throughout Estonia.

In 2025, we completed our shift from Google to Microsoft M365, and by 1 July, we embraced the Copilot service. Now, over 230,000 of us across more than 100 countries, including Estonia, integrate Copilot into our daily tasks alongside our own ChatPwC.
