
The Extended Producer Responsibility Act of 2022, or Republic Act No. 11898, lapsed into law in the Philippines on 23 July 2022. This means that large enterprises that generate plastic packaging waste in their process will now be required to recover a percentage of that waste each year. According to the Act, waste recovery could be any action that prevents waste from going back into the environment, examples of which are establishing recycling or disposal facilities and buying back material from consumers.
Countries like Australia, Japan, Europe and Latin America have already implemented EPR schemes on a wide scale. These EPR programs are meant to achieve plastic neutrality and address the Philippines’ reputation as a top plastic polluter. The enterprises must comply with the set targets each year until 2028 where they are expected to achieve 80% plastic neutrality.
