On 1 January 2021 the Estonian Transport Administration commenced its work, merging the operations previously performed by the Estonian Civil Aviation Agency, the Estonian Road Administration and the Maritime Administration of Estonia. The objective of such a joint administration is to manage and shape all modes of transportation in a more efficient and comprehensive manner. Against this backdrop, it is the task of PwC to define an optimum management structure and organisation for the railway infrastructure and railway transport and to establish how to guarantee management that is integrated with other modes of transportation.
“This is a complex issue with a number of legal aspects due to various legislative acts, the Rail Baltic project and international agreements. As a result of our analysis we will try to establish the most reasonable and practical development scenario which would then serve as a basis for further work,” said Erki Mägi, Consulting Director at PwC.
