Collaborative project supports the implementation of EU electronic freight information regulation in Estonia

Recently, an analysis project of the legal framework of the transition to electronic freight transport information started, which supports the implementation of the electronic freight transport information (eFTI) regulation of the European Parliament and the Council in Estonia. Today, approximately 99% of cross-border freight transport in the EU still involves paper documents, which is administratively burdensome for both companies and institutions. With the eFTI regulation, the competent authorities of the member states are obliged to accept standardized electronic freight information through suitable technologies. The purpose of eFTI is to increase the reliability and cost efficiency of cross-border and different types of freight transport operations, as well as to enhance the competitiveness of the single market.

The analysis is prepared in cooperation with the law firm PwC Legal, Tallinn University of Technology (TalTech), the Ministry of Climate and the Ministry of Economic Affairs and Communications. In the course of the analysis, the Estonian and EU legal framework necessary for the transition to electronic freight transport information is mapped and analyzed, and an action plan and schedule for bringing the requirements arising from the electronic freight transport information regulation (eFTI) into the Estonian legal space are proposed.

Attorney-at-law Indrek Kukk adds that "it is probably one of the most extensive legal analyses carried out on behalf of the state in recent years. From a legal point of view, it is an extremely exciting challenge, because a complete solution for the implementation of electronic freight transport documentation must be developed across all modes of transport. The analysis is not limited only to regulatory issues in the field of transport, but there will also be broader aspects taken into account related to data management, administrative procedures and supervision. The developed solutions must be functional throughout the EU. PwC Legal is also pleased to participate in this project together with TalTech experts led by Ulrika Hurt, who also has outstanding experience in the field of electronic freight information. Taltech Legal Lab experts led by good colleagues Liisi Jürgeni and Tea Kookmaa have been involved in the project by Taltech.
