PricewaterhouseCoopers Advisors has concluded a business analysis on event, proactive, and consent services for the National Library of Estonia. The aim was to analyze the processes and accessibility of personal data processing related to the use of library services, based on the future version of a Nationwide Unified Library System.
The future version of the Nationwide Unified Library System aims automating data exchange between national registries and libraries, which will reduce data duplication and make services more user-friendly and secure. It will also create opportunities for user-managed consent and increased transparency.
Currently, special rights and privileges are verified manually, increasing workload for both users and library staff. The unified system enables automatic data verification and simplifies access to library services, particularly supporting special rights users, the educational sector, and authorized users. The project development is planned for the period 2026–2027.
The analysis was conducted by Tarmo Meresmaa, Merilin Köörna, Raiko Puustusmaa and Kaidi-Kerli Kärner. The legal analysis was prepared by PwC Legal Services attorney-at-law Ketlin Peterson. The software architect was Bert Viikmäe from Goforest.
