By the end of 2026, entrepreneurs will have access to all local government services through a single digital gateway – the state portal eesti.ee. This is the first stage of integrating these services into the state portal entrepreneur view, with more improvements on the way.
Commissioned by the Ministry of Economic Affairs and Communications, PwC Estonia conducted an analysis that will result in the creation of a new “Local Services” topic-page within the state portal eesti.ee entrepreneur view. For the first time, entrepreneurs can access all local government services in one central location, enabling a far better overview and minimizing fragmented information.

A total of nearly 1,600 services were mapped, and in the eesti.ee portal they would be organized under the following six categories on the ‘Local Services’ topic-page:
Service categories: Construction and Planning; Living Environment; Transport and Infrastructure; Trade and Advertising; Culture, Sport, and Community; Education and Youth
During the analysis, it became clear that the Construction and Planning category is the most extensive, where entrepreneurs frequently engage with permits, approvals, and planning documents. Many of the services in that category are time-sensitive and legally required, making quick access to information is crucial for business operations.

A unified information channel will enable entrepreneurs to quickly overview the services offered by different local governments. Entrepreneurs will be able to select a local government of interest and view all services categorized by sector or in a complete list, with popular services highlighted. Authenticated users will automatically see services provided by the local government where their company is registered.

Each service includes a link to the local government’s website, where entrepreneurs can find more detailed information about the service and the application process.
The implementation plan developed within the analysis offers clear guidelines for ensuring that service information on state portal remains accurate and accessible. Implementing the solution will promote entrepreneurship and contribute to a more transparent, user‑friendly public service system
The analysis was conducted from June to December 2025 through close collaboration between PricewaterhouseCoopers Advisors, PwC Legal Services, the Ministry of Economic Affairs and Communications, the Information System Authority, the Association of Estonian Cities and Municipalities, the Ministry of Justice and Digital Affairs, as well as involved local governments and entrepreneurs.
