Angola - Social Security measures to promote the hiring of unemployed, young and disabled citizens

In brief

It was published the Presidential Decree 12/22, of 17 January, which establishes the legal framework of Social Security measures to promote the hiring of unemployed, young and disabled citizens and to promote the voluntary settlement of Social Security debts.

Amongst others, we highlight the following benefits:

  • 50% reduction of the contribution rate, for a period of 12 months, for employers who hire unemployed citizens registered with Social Security;

  • Exemption for a period of 6 months in the payment of the contribution rate, starting from the date of the signing of the contract, and a 50% reduction of the rate in the 6 months following the date of the signing of the contract, for employers who hire young people up to 30 years of age who have not been registered with Social Security;

  • Exemption of Social Security for a period of 12 months, for employers who hire disabled people who have not been registered with Social Security;

  • Exemption of interest on the voluntary settlement of debts to Social Security for employers who undertake, by agreement, to keep the employees registered at the date of the facts.

The above benefits related to Social Security’s rate reduction depend on certain conditions, namely, the maintenance of contracts for 3 years.

The Presidential Decree entered into force on the date of publication and is in force for a period of 3 years.
