Strategic Planning and Design

PwC’s approach to strategic planning centers on establishing clarity of desired outcomes, defining strategic goals and objectives to achieve outcomes, determining the performance baseline, developing a “to-be” vision, establishing a founda­tion for data-based decision making, designing for accountability, and building the institutional capacity to perform necessary tasks and activities.

PwC will work with countries to collaboratively define data collection requirements based on agreed upon outcomes, donor reporting requirements, and supply chain performance indicators.

PwC’s approach to strategic plan implementation includes implementing mechanisms to enforce accountability, proactively seeking buy-in, establishing methods to measure and evaluate progress, including data collection plans, and building institutional capacity to perform necessary tasks and activities.

In-Country Logistics

PwC can provide technical assistance to improve quantification and forecasting, to help countries reduce stock outs, reduce costs associated with emergency response, improve predictability and ability to take advantage of volume discounts, reduce product waste and expiry, improve supply of most critical items, improve inventory accuracy, and create feedback loops to use data in decision making.

For countries requiring longer-term support, PwC can work with local organizations to define and document procedures to track inventory and cycle count in storage locations; improve data visibility by establishing procedures for accurately capturing, updating and maintaining data at all levels; provide tools and templates to improve data accuracy and standardize information collection, leveraging current technology or simple tools local organizations can implement. For countries with more mature supply chain management capabilities, PwC can work with planners to improve the alignment of forecasts with country strategic plans and objectives.

Capacity Building

PwC’s approach to developing capacity builds on our experience in USAID programs, references other donor program successes and applies innovative and structured ideas from the private sector to address barriers to effective capacity development.

Our support activities include providing in-service training on supply chain management for immediate improvements and considering task shifting to employ staff with supply chain competencies matched to their positions in the supply chain.

Advanced support may include using KPIs for supervision, creating feedback loops to promptly address identified issues; employing performance incentives (financial and non-financial) for improved supply chain management practices; creating career development opportunities based on performance; adopting frameworks for improved workforce planning, staffing needs, professional development and management structures; working with local and regional universities to develop tailored/adapted innovative training using blended training methods, including pre-service and in-service classroom training, distance learning, and on-the-job practicum requirements; and advocating for strong leadership and commitment from MOH for competent supply chain workforce and professionalization of health logisticians.

Strengthening Enabling Environments

PwC tailors its approach to unique regional requirements and considers the following to drive to sustainable solutions:

  • The environment in which the information systems will need to operate, including things such as bandwidth availability, climate factors, and technical resource expertise.
  • Financial resources necessary to build, operate, and maintain elaborate information systems can be out of reach of many LMICs. Our approach will be scaled as appropriate based the current needs of the countries as well as resource availability.
  • While a one size fits all approach will not work, a robust core set of data collection requirements that can be standardized across countries will ease the analysis data to facilitate informed decisions making.
  • Systems that are able to exchange (i.e., export and import) machine readable data.
  • Transparency requirements for the data being collected.

Global Strategic Engagement

PwC can help countries capitalize on synergies, streamline decision-making, align priorities, and reduce total supply chain cost.

Our approach includes engaging with the donor community through existing coordinating mechanisms (e.g. Roll Back Malaria, Stop TB Partnership, UN Commission for Lifesaving Commodities) to identify complementary initiatives and to vet potential solutions.

Throughout the strategy and assess phase of each task order, PwC will identify stakeholders that may potentially be impacted by technical assistance activities and we will engage with them to co-create solutions.
