Patrick McCarthy is the leader of PwC’s Global Intelligence Operations Center and also a senior Director in the Strategic Threat and International Anti-corruption & Program Integrity Practice Groups. Pat advises clients globally in both the public and private sectors on myriad operational, ethical, regulatory and crisis related challenges.
With more than 25 years of experience advising “c-suite” executives on critical issues, Pat is a subject matter expert to Global Fortune 500 companies and public center entities around the globe. Pat has led hundreds of personnel around the world in the delivery of the full range of legal, operational, strategic, regulatory advice. He has also conducted and overseen investigations involving hundreds of $ millions in alleged fraud and corruption and established and overseen national-level rule of law/anti-corruption programs in various conflict and post conflict zones around the globe. Additionally, Pat has been a strategic-level advisor within the United States Government, who has played an integral role in the most important and far reaching matters affecting the United States and the international community over the past 20-plus years.
Pat has significant international experience having commanded the U.S. Navy’s largest overseas legal command, with offices in Naples and Sigonella, Italy; London, UK; Rota, Spain: Souda Bay, Crete; Bahrain; and Djibouti. He has extensive international transactions experience having concluded agreements in Europe, Asia, the Middle East, Central Asia, Central America, and South America. He has similar experience overseeing compliance programs for the 300,000-person strong U.S. Pacific Command and the 75,000-person strong U.S./NATO Command in Afghanistan. Pat has considerable experience working counter-terrorism programs throughout the United States Government, including as the lead legal counsel for the U.S. Government’s intelligence collection, interrogation, and detention operations in Guantanamo Bay and Afghanistan. He also has significant experience conducting forensics investigations and criminal prosecutions, including terrorism related prosecutions, on behalf of the U.S. Navy, the Department of Justice, and the U.S. Government, as a whole.
Education and certifications
Pat holds an LL.M from George Washington University, a JD from the University of Maryland Law School, a BS from the University of Maryland and is a certified international lawyer. He holds a TS (SCI) clearance and is a member of the American Bar Association, the National Security Forum, the Criminal Justice Committee and the Anti-Corruption Task Force of the International Section of the ABA. He regularly participates in the Transparency International USA Corporate Counsel Forum and is a frequent lecturer and presenter on a host of international issues at both national and international forums.
