We provide procurement transaction structuring and advice (“ Smart Procurement ”) to the public sector (government departments, public sector bodies) for large, complex procurement transactions that are not being procured through PPPs, but which still require value-adding commercial structuring.

How can PwC help?
We provide advice and assistance during all aspects of the procurement process including:

  • Process development, including the most appropriate procurement strategy for the relevant transaction. This also includes determining the commercial structure of the transaction and the risk allocation and mitigation strategies.
  • Documentation development including an Expression of Interest (EoI), Request for Qualification (RfQ) and Request for Proposal (RfP) as appropriate for the chosen procurement strategy.
  • Development of the evaluation criteria and the contract term sheet.
  • Process administration including managing the bid process in such a manner that the outcomes of the process are able to withstand legal challenge.
  • Bid evaluation by assisting with providing evaluation commentary and assessments.
  • Contract negotiations.
