Vermont enacts temporary sales tax moratorium on software as a service

On May 15, 2012, the governor of Vermont signed House Bill 782, which enacted several law changes including a temporary moratorium on the enforcement of sales tax on remotely accessed prewritten software. The moratorium applies retroactively to charges for remotely accessed software after December 31, 2006 and before July 1, 2013 and allows for refunds. 

In addition, the bill creates a sales and use tax study committee to study ways to make Vermont's sales and use tax more sustainable in light of the changing and ever increasing Internet-driven economy. [Vermont HB 782, enacted May 15, 2012]
