Minnesota proposals would repeal FOC regime, amend apportionment provisions


Proposed Minnesota legislation would repeal the state's foreign operating corporation regime, expand the definition of domestic corporation, adopt the Finnigan sourcing rule and a throwback rule, return the state to an equally-weighted three factor apportionment formula, and make other changes.
